Adding /restart command

Hey guys,

it would be great, if you can add a /restart command beside of /reload and /stop.

Its really awful to manually start the server after /stop again. (Or, if you run a looped bash script, it would work. But i think, it would be great if it came out at vanilla by itself.

So /restart should completly shutdown the server, but hold the process, and restart it after 5 seconds or smth again.
