Villager trading linked to all villagers

When trading with villagers if you max out their trades you are now blocked from trading that same item with any other villager.

Repro steps:
Go to villager that is trading 19 coal for 1 emerald
Trade 3-4 times until that villager cuts you off and is happy with the trade
Find another villager that is trading coal for emeralds
You will be blocked from trading.

This happens across villages in the same world as well as multiverse worlds.
