Potions render differently in hand than in inventory/storage

When seen in the inventory, or in storage (i.e. chests), the entire potion item has the "enchanted" shine effect. When held in your hand, however, only the liquid has the effect.

Either one could arguably be the better choice, but the bug here is the inconsistency.
