Skeleton do not burn when in a Minecart

skeleton doesn't is on fire in minecart

What I expected to happen was...:
that the skeleton still is on fire

What actually happened was...:
that the skeleton didn't was on fire

Steps to Reproduce:
1. /time set 0
2. spawn a skeleton on rails
3. place on the rails a minecart and push it a little bit
