Can't Activate Beacons On Server

Beacons cannot be activated on my server no matter how big or small, what blocks they are made of or what ingot i place in beacon. The display is all dark and it does not give me an option to turn on any abilities. It works fine in my singleplayer world, but not my server, not sure why. The beacons I made before are still working but cannot be changed. Please help.
