Redstone Repeaters not extending redstone signal

What I expected to happen was...:
The redstone repeater should have extended the redstone signal like it did in previous versions.

What actually happened was...:
Describe what happened here

Steps to Reproduce:
1. Place 17-20 pieces of redstone
2. Put redstone torch/lever at beginning to start redstone signal
3. Place redstone repeater where signal ends (the 16th piece of wire)
4. The redstone signal would have extended to the next few blocks. If it did not, that is the bug.
