@a selector broken in multiplayer

When I use the @a selector with a command block in either LAN or multiplayer, it does not work properly.
I have a command block set up to give all players a diamond pickaxe. In the chat, it will say that the pickaxes are given to the players, but they aren't in the players inventory.
I found that the pickaxes were lying around the spawnpoint of the world.
