Put the summary of the bug you're having here

What I expected to happen was...: I was using the /particle command and I was messing around with it.
Describe what you thought should happen here

What actually happened was...: I noticed was when I actually do the command /particle (My exact command was /particle heart ~ ~1 ~ 1 1 1 0.5 1000) I saw the water above the particles! I am not sure why this happens but I think you guys at Mojang can figure it out!

Steps to Reproduce:
1. First, go to somewhere with a large body of water
2. Do the command, "/particle heart ~ ~1 ~ 1 1 1 0.5 1000"
3. You will notice the particles are "behind" the water. I don't know what causes this but I think you guys can figure it out!
