Comarartor And Repeater Glitch

I was flipping this lever connected to a comparator and a repeater and sometimes when i flipped it the pulse did not get through to power stuff (sorry im not the best explainer but you will see what i mean in the video)

I think it has something to do with 1 tick pulses not sure.
