fill command can't destroy skull

when using /fill command on a area which contain many skull, the first skull is correctly replaced but all other stay in position and the command report the error message :"An unknown error occurred while attempting to perform this command"

same case that https://mojang.atlassian.net/browse/MC-45159 but using /fill
