a working item frame summoning command no longer works (It works previous to 14w03b)

The command I'm using is /summon ItemFrame 1188 5 -728 {TileX:1189,TileY:5,TileZ:-728,Direction:1,Item:{id:358,Damage:1,Count:1}}
It worked previously but in the latest snapshot it does not.
