Summon a FallingSand Entity with {Time:0} fails

I wanted to summon a FallingSand Entity with the NBT data

{Time:0}

to let the target block fall down to the ground.

But the FallingSand Entity only disappears after a second in 14w03a/b.

eg: /summon FallingSand -628 13 -482

{Time:0,TileID:159,Data:14}

or /summon FallingSand -628 13 -482

{Time:0,Block:minecraft:stained_hardened_clay,Data:14}

In 14w02c this command works but not in 14w03a/b. (-> picture)
