Fence Spawning over one on x coord when putting command in command block

Fence spawning where I put the cord
I was sure this would spawn the fences at that coord

The fences Spawned Over 1 on the x coord
to the left of me

How to Activate:
1. set up a command block with /fill or /clone with a fence
2.Press buton
3.the fence will spawn 1 x coord over
