Server scoreboard NBT data not saving

I'm trying my best to make a server, 100% vanilla. That means lots of scoreboard usage. The problem, past a certain point (unknown when or why) my NBT data just didn't save.

What I mean is when I make a new objective, close the world, then re-open, that objective wis gone. The same thing happens with joining teams.
