Screen turns white under water sometimes

Sometimes (not always) the screen would turn all white. If you look closely at the snapshot, you can see it's a white version of water block texture (or so I think).

What I expected to happen was...:
I would see underwater.

What actually happened was...:
I only saw white.

Steps to Reproduce:
1. Go underwater.
2. If you can see, try restarting and do step 1. It doesn't always happen.
