Achievements not being tracked on 1.7.4 world updated to 14w02c

Opened a 1.7.4 world into the new snapshot. The player had the achievement "hot topic" but not "acquiring hardware". Creating an iron bar did not update the achievement chart, or listed the new achievement.

(Maps are not updated either, submitted that as a separate issue)
