Spider Speed Effects

I sent the command / effect @e 1 10 20
I expected all of the mobs to get the effect.

Everything but the spiders got faster.

Spawn spiders and any other mob.
Run the command effect @e 1 10 20
Look at the mobs run.
The Spiders won't go at fast speeds.
