Enchantment table not detecting bookshelves

The enchantment table does not change enchantment levels when bookshelves are around (flying letters animation does play). If it is moved outside the ring of shelves everything works fine.

Shelves are piston-controled if that matters. Retracting and extending does not help.

The world is run on a server.
