Soul Sand, Mud, and 8-layer Snow won't allow you to walk up slabs/stairs

When I'm walking on Soul Sand and I move to some stairs, I cannot walk onto the stairs; I must jump onto the stairs. Not sure if this is intentional or not. Attached picture shows example of my situation.
