Minecraft not using all allocated RAM

I found this problem when 1.7.2 came out, I added 4G of RAM to run my Minecraft and when I open up the f3 menu it is only using 200M! I don't know what would be causing this. but it is causing MAJOR problems. I know it isn't the computer I'm using because it has 16G of RAM. so I'm not over my limit.
