Placing a lily pad in the same block as the player causes jittering upon moving

Steps to reproduce:
1. Make a 1 by 1 by 1 hole and fill it with water.
2. Stand on the edge of a block next to the water and hold shift while walking towards the water until you are over the water.
3. Place a lily pad on the water.
4. Try to walk onto the lily pad, note significant jittering.
