Player Heads Not Rendering Skin Correctly Between Versions

When updating a map of a previous version of minecraft (1.7.X in this case), the skin breaks completely, and renders the normal steve head. Heads in inventories also break.

Interestingly, heads spawned in with the individual online will display it's skin without problem.
