[1.7.4] Tall grass/snow tiles block damage from creeper explosions

When a creeper explodes with a tall grass/snow between it and the player, the terrain will be damaged, but the player will be almost completely unharmed.

Steps to replicate:
1: Place snow/grass on the ground
2: Spawn a creeper
3: Explode the creeper while in survival
