Minecraft wont start up online

Minecraft Launcher keeps saying: Sorry, but we couldn't connect to our servers. Please make sure that your online and that minecraft isn't blocked.
(socketTimeoutException: connect timed out) I cant go to developement console tab it keeps asking for me to sign in.
Sometimes it logs me in but i can only play offline and it still wont load.

I start up Minecraft
It tells me to sign in
I sign in and it says that it couldnt log me in no matter how many times i try to log in
