Unable to play sound: "minecraft.damage" (When attacking other players) (SMP and in Singleplayer)

When attacking players, I expect to hear a damage sound when I attack them, using resource packs, AND default resource packs, no sound is played, only when they attack someone else, or attack me, do I hear the sound.
