Minecraft wont start and it opens another launcher and i cant click play

I expected minecraft to produce a crash report
what happened was Minecraft would slowly load and wouldn't open the game and instead opens another launcher that i cant click play for it to start the game

to trigger this
1. start the minecraft launcher
2. click play
3. wait and another launcher will open while the first one was looking to be completely done loading
