Dispenser reactivation/flooding bug when the player's distance exceeds a certain limit even if a clock circuit stays active

The 1.8 beta versions have changed the triggering distance conditions and I think it is now dependent on the rendering settings but the bug is still there. Two new screenshots are provided. The setup described below can be seen in front of the sun and no firecharges are flying. When the player moves a bit closer a flood of firecharges is released from the dispensers.

Dispensers seem to have a strange activation bug when the player distance increases above 141 blocks (upper limit). An overloaded activation is triggered when the player returns to a distance below 134 blocks (lower limit) flooding out items from the dispenser. The bug occurs in creative & survival mode regardless of the render distance setting.
A demonstration is shown in the attached images. The flooding "size" is linear to the amount of clock circuit ticks counted since the player exceeded the upper limit and while the player is still outside the lower limit.
Image 1. A simple setup with a clock circuit and a row of dispensers filled with fire charges (the clock circuit is inactive). The render distance is set to 12 chunks.
Image 2. The clock circuit is activated and the dispenser fire charges evenly.
Image 3. Split image depicting emitted redstone light from the active circuit powering the dispensers versus an inactivated state (right half, darker structure). No fire charges are fired when the player distance is 142 (x-axis in screenshot) or above .
Image 4. A flood of fire is triggered when the player reaches the distance of 133.
Image 5. The render distance is now set to 7 chunks. The dispensers are not visible but the same phenomenon occurs at 133 block away (when the player has first gone outside the upper limit and stayed there for a while).
This feature has some disastrous side effects when the dispensers are used in a (almost) fail safe TNT-cannon...
