Hopper item duplication

How to reproduce:
1. Place 2 hoppers feeding into each other
2. put one item in
3. log in and out a few times

What I expected:
the hoppers continue to act like a pulse generator flipping the 1 item between them.

What happened:
There were multiple of the original item in the hopper.
