Redstone torch particle effect 1 1/2 blocks away from torch

What I expected to happen was that the particle effect of the redstone torch would be right over it, where it usually is.

What actually happened was that the effect appeared 1 1/2 blocks away.

Steps to reproduce
1. Place redstone torch on ground
2. Particle effect is 1 1/2 blocks away from torch
