broadcasting settings/live streaming doesnt work

I have open GL version 2.1.0 on my video card wich is the closest to the latest version
but when i try to stream or got the the Broadcast settings it says my video card doesnt have open GL 1.5 when i have open GL 2.1.0 which is a more latest version than version 1.5 what does this mean? if i cant use twitch i cant get a better video card cus i have a laptop.
