Only able to enchant one fishing rode at a time?

Wanted to test my luck with the fishing poles made three but only could enchant one. I've tried restarting minecraft, leaving the enchanted pole in a chest, but it still wouldn't work. I was able to enchant my sword and armor just fine even after enchanting the first fishing pole.
