SetBlock Command & Skulls

I'm trying to create a project with skulls. When you use the /setblock command and "replace" blocks they do not drop. For some reason when using this command with Skulls when u replace it skulls drop an item. I don't think this is how that should be. Hopefully it can be worked to act like blocks in this scenario.
