if u put flint and steel in a dispenser and have it ignite a creeper it wont work

i trapped a creeper in a small place and had flint and steel in a dispenser heading towards the creeper and i push the lever multiple times and the only thing that happens is the black smoke praticly saying it isnt a block so fire cant go on it
