Minecraft Servers not running

When I downloaded the new 1.7.2 server, I tried to open it, expecting it to create all of the server files, but it wouldn't run and it would do nothing.

To recreate this:
1. Download the minecraft_server.1.7.2.exe server file
2. Open it once to have the log file created
3. Open it a second time (Nothing will happen)
