Jittery Minecarts

Minecarts seem to jump forwards and backwards while you are riding in them.
the minecarts seem to jump back and forth when:
you or another mob is in the minecart
or you are moving near the minecart

the jumping seems to subside if you are standing still outside of the minecart but it does not seem completely absent.
