Redstone bug (Not sure if it's programmed this way)

I was playing with Redstone one day, building my adventure map when I accidentally placed a Redstone Repeater in the wrong direction. The circuit was powered and the adjustable torch to create a delay changed to a bedrock bar. it functioned like the torch would, I was able to slide it around, but obviously it didn't power the circuit. I included a screenshot on how to replicate it, but I do not know if this is a bug or it was programmed in.
