/playsound minimumVolume bugs out with longer Sounds

When i try to play a longer sound, like a record or my own Custom sounds, with the minimumVolume assigned, neither the Coordinates or the Volume works.

When the command is executed, the volume gets set to whatever the minimumVolume was, and the minimumVolume dose not work at all.
