Internal Exception: io.netty.handler.timeout.ReadTimeoutException

I've been getting this error since 13w41a, and it keeps being marked as fixed, but the problem continues to happen. I know this is a duplicate, but the original is closed as "Fixed", but many people are reporting the problem.
