Dirt can be tilled under plants and sign without destroying the block on the tilled dirt

if you plant tall grass/saplings/flowers or place a sign on dirt and then till the dirt the plant/sign will stay ther on top of the farmland(tilled dirt).For some reason it only applies to a dirt block under it not a grass block under it.
