Underwater vision greatly reduced

i found on the Single player both survival and creative that the undersea vision is greatly reduced to almost as the same as the vision under lava sea. The pictures below are taken at day time about 20 blocks below sea level. The light used to be much greater than it is now, so i suspect this is a bug rather than an intended feature.
