1.6.4's particle glitches have transferred into 1.7.2

Particles still render under water when they should be over water. This was an annoying bug in 1.6 and has transferred to 1.7 even with the rewritten rendering engine. Really annoying as it affected some of my mods really badly and it's sad to see it's still there.
