using shortcut with 1-9 in hotbar removes item when try to use it

What I expected to happen was:
Placing a block when i switched that block

What actually happened was:
Instead, it was removed from inventory when I try to place it

Steps to Reproduce:
1. place a block in your hotbar
2. Hover over a slot to where your block to move (like the laste hotbar space, 9)
3. Hit the correct Number to move your block (press on 9)
4. then try to use/place the block

Not sure if this already duplicated
