right two slots in a brewing stand don't dispense into hopper

i am currently developing my own design for auto brewing using a monostable circuit and some hoppers to dispense awkward potions into a hopper below. this was working fine in the 1.6.4 update however in 1.7.2 for some reason the right two potions are not dispensing but the far left one is and it lets both the fully brewed awkward potion and a normal water bottle into the hopper below which it should not do.
