Placing Water Source into some blocks yields no drops

When placing water directly on top of crops (e.g. wheat, carrots, potatoes) it destroys the plant entirely, and you get no drops from it.

Edit: Due to some confusion, I am talking about when you place a water source on the same block a crop is occupying.
