Splash Potion of Harming Not Working

Splash potion of harming is not affecting zombies and skeletons, is this natural or is this a bug?? I thought undead mobs might be immune, but I am unsure, please check.

Also, witches are now spawning in random places, aren't they only supposed to spawn in huts or swamp biomes???
