The /summon Item command spawns glitchy items

I want to spawn a minecart as a dropped item on top of a hopper with a command block. I use "/summon Item ~ ~ ~ {Item:{id:328}}". The items spawns, but despawns when it touches the hopper and when it lands on another block, it doesn't despawn, but I can't pick it up.
