changing block inventory spot with numbersq

when I went into the creative inventory, i used the number keys to switch the places of items in the hotbar. I did this, then went to place the block that was recently switched in the inventory hotbar, and when i placed the block, it disappeared. from my hotbar. I am in creative too.
