Not snowing and water not freezing in Taiga biomes carried over from 1.6.4

Standing water open to the sky with no block lighting is not freezing in taiga biomes and the weather there has rain instead of snow.

The taiga region in question is a carryover from the older terrain generation engine, but this is the first snapshot in which I have encountered this error. F3 is still revealing the biome as "Taiga," however.
