Plants duplicate in Flower Pots when the block underneath is mined

What I expected to happen was...:
Breaking the block underneath would give a flower pot and the plant.

What actually happened was...:
The plant duplicated!

Steps to Reproduce:
1. Place the Flower Pot and the plant on a block
2. ... Break the block underneath the Flower Pot
3. ... Your plant is duplicated!
