Bring back the chunk loaders...

Since 13w39b is updated, the hopper chunk loader has been disabled.
Please provide a distance-chunk-loader system for us, maybe a command or re-able the hopper chunk loader. This is very helpful not only in mapmaking, and also in Multiplayer Servers, large redstone creation, auto-farms, etc.
